ORGANIZATIONAL STRUCTURE

        The Fire District: The Chiloquin Fire & Recue was formed as the results of an election of the Chiloquin Area in 1980. The original District consisted of approximately 56 square miles. The District was formed as per Oregon Revised Statutes 192 (Special Districts) and 478 (Rural Fire Protection Districts). The District boundaries are those lands from Modoc Point; north to the Oregon State Fish Hatchery on Hwy 62; east to the Bonneville Power lines; and south back to Modoc Point.      


 In 1998, a group of citizens east of Chiloquin from an area commonly referred to as “9 Mile” approached the Board of Directors requesting to annex into the Fire District. This area covers an area of approximately 49 square miles. The area includes those private lands that lie east of the PP&L substation on the Sprague River Road to approximately mile post 12 on the Sprague River Road; Williamson River Road to Lone Pine Road and the southerly line to Sprague River Road at mile post 12.      


Board of Directors:  The Board of Directors consists of five (5) positions. Each position has a term of four (4) years. The positions shall be staggered so not to replace all Board Members at the same time. The Board positions are elected by the registered voters of the District. Candidates must be a registered voter or land owner (ORS 478). Each July the Board Members shall select a President, Vice President, Secretary/Treasurer and two members at large.     


Budget Committee:  The Budget Committee shall consist of five (5) citizens from within the Fire District. Each position has a term of three (3) years. The Budget Committee is appointed by the Board of Directors.  


Fire Chief: The Board of Directors shall appoint the Fire Chief as per ORS 478. The Board of Directors shall set compensation. 


Assistant Fire Chief and other Fire Officers: The Fire Chief shall fill the positions based upon the needs of the District.    


Administrative Assistants:  The Fire Chief shall select the Administrative Assistants. The Board of Directors shall confirm the selection of the Administrative Assistants. The Board of Directors shall set compensation.     


Volunteers and Support Personnel:  The Fire Chief, based on recommendations from a selection committee and Fire Officers shall appoint Volunteers and Support Personnel. Volunteer’s compensation shall be set by the Board of Directors.       


ORGANIZATION FUNCTION:  The function of the Chiloquin Fire & Rescue is considered an “All Risk” organization. The District shall provide fire prevention, fire suppression and other related fire protection activities. The District shall provide basis rescue operations and respond to hazardous materials incident in a defense mode. The District shall perform all operational functions in accordance with the National Incident Command System (NIMS).     


TRAINING: Training provided to all Chiloquin Fire & Rescue personnel shall follow the guidance of Oregon’s Department of Public Safety Standards (DPSST), National Fire Protection Association (NFPA) and the Fire District’s Training Policy.

Board Meetings are held on the 3rd Wednesday of every month at 6:00 p.m. All meetings are held at the McLaughlin Training Center located at 120 E. Schonchin Street, Chiloquin, Or 9762
